Thousands of Spanish lodgings still search for “hospederías Guardia Civil” every month to file their guest reports. If you are one of them, here is the short answer: that platform stopped being the valid channel on 2 December 2024. Since then, traveller reports go through SES.HOSPEDAJES, the Interior Ministry’s single platform, and old Hospederías credentials do not work in the new system.
That so many people still look for the Guardia Civil’s website a year and a half later says a lot about how the change was communicated. This article closes the loop: what Hospederías was, what happened to it, what to do if it “doesn’t work” for you, and which authority receives your report depending on where your Spanish property sits.
What Hospederías was
Hospederías was the Guardia Civil’s web application for receiving traveller entry reports. Its legal basis came from Order INT/1922/2003, which allowed reports to be sent “by internet file transmission” to the police or Guardia Civil data centres, and the Resolution of 14 July 2003 that regulated that transmission.
The system was split territorially:
- Guardia Civil areas (most of rural Spain): reports to
hospederias.guardiacivil.es. You registered at the nearest Guardia Civil post, which assigned an establishment code, username and password. - National Police areas (capitals and large cities): reports via
webpol.policia.es, through an application called e-hotel.
Inside Hospederías you could generate each traveller’s report manually, one by one, or upload batch files in the official format, which is what property software automated. One detail worth clearing up because people still search for it: there was never an official Hospederías mobile app. It was a web application; the apps in circulation were third-party products.
Why it stopped working
Royal Decree 933/2021 redesigned Spain’s whole guest registration system and provided for a single platform covering both police forces’ territories. Its reporting obligations were meant to take effect on 2 January 2023, but the real rollout was slower: the Interior Ministry postponed the effective switch, first to 1 October 2024 and finally to 2 December 2024, when it activated the new platform for good after a trial year with more than 61,500 hotels pre-registered.
From that day, Hospederías and e-hotel ceased to be the reporting channels and their function moved entirely to SES.HOSPEDAJES. Two practical consequences:
- Your old credentials do not migrate. The username and password your Guardia Civil post issued do not exist in SES.HOSPEDAJES. You must register anew, with a digital certificate or Cl@ve.
- The report is no longer “sent to the Guardia Civil” as a separate step. You report once to the Interior Ministry’s platform, and the security forces access it there.
“Hospederías doesn’t work”: it’s not an outage, it’s the closure
If you try to log in with your old credentials and cannot, it is not a technical glitch on your side or a temporary outage: the channel no longer operates for guest reports. The fix is not to retry but to register in the current system:
- Open the Hospedajes procedure at the Interior Ministry’s e-office and register as an accommodation provider. You need a digital certificate or Cl@ve; the system issues your username and password afterwards.
- Register each property as an establishment, with its regional tourism registry number.
- From there, each traveller report is filed within 24 hours of the stay beginning, as always.

Where your report goes today, by region
The underlying question of everyone searching for Hospederías was always the same: who do I send this to, the Guardia Civil or the Police? Today the answer is simpler, with two territorial exceptions:

Whether your municipality was “Guardia Civil territory” or “Police territory” no longer matters: that distinction died with the old platforms. Only the region matters now.
What became of the 2003 order
A legal curiosity that explains part of the confusion: Order INT/1922/2003 is not fully repealed. Royal Decree 933/2021 keeps it alive “in whatever does not contradict” the decree while the decree’s own implementing order remains unpublished (and, after the case Brussels opened against Spain’s guest registration, the ministry has put that development on hold). None of this changes your operations: the channel is SES.HOSPEDAJES and the deadline is still 24 hours.

Frequently asked questions
Can I still file guest reports at hospederias.guardiacivil.es? No. That channel stopped operating for traveller reports on 2 December 2024. The current channel is SES.HOSPEDAJES for all of Spain except Catalonia and the Basque Country.
I have a Hospederías username and password. Do they work in SES.HOSPEDAJES? No. Credentials do not migrate. Registration in SES.HOSPEDAJES starts from scratch, with a digital certificate or Cl@ve, at the Interior Ministry’s e-office.
Does the report still go to the Guardia Civil? The information reaches the security forces, but you no longer choose a recipient: you report once to the Interior Ministry’s platform, whether your area is Guardia Civil or National Police.

And the old paper guest book? Royal Decree 933/2021 replaced it with a digital register of guest data, kept for three years. Without document photocopies, by the way: Spain’s data protection agency forbids them.
How long do I have to file each report? 24 hours from the start of the stay, the same as under the old system.
