Hospederías Guardia Civil: why the old Spanish site is closed

Thousands of Spanish lodgings still search for “hospederías Guardia Civil” every month to file their guest reports. Those searches come from very different places: the rural guesthouse that registered at the village Guardia Civil post years ago, the property software still pointing at the same domain, the new owner who inherited a notebook with a username and password written in pencil.

That so many people still knock on that door a year and a half later says a lot about how the change was communicated. This article closes the loop: what Hospederías was, what happened to it, what to do if it “doesn’t work” for you, and which authority receives your report depending on where your Spanish property sits.

What Hospederías was

Hospederías was the Guardia Civil’s web application for receiving traveller entry reports. Its legal basis came from Order INT/1922/2003, which listed four systems for communicating the guest registration sheets to police premises (delivery in person or by post, fax, magnetic media, and a fourth one, the one that gave rise to Hospederías and webpol), and from the Resolution of 14 July 2003 that regulated that transmission¹.

The deadline for the report was the same as today, and it was the only communication the Order required: the registration sheet had to be communicated “within the twenty-four hours following the start of each traveller’s stay”, and using any of those systems did not exempt the establishment from “drawing up the corresponding register book”².

The system was split territorially:

• Guardia Civil areas (most of rural Spain): reports to hospederias.guardiacivil.es. You registered at the nearest Guardia Civil post, which assigned an establishment code, username and password.
• National Police areas (capitals and large cities): reports via webpol.policia.es, through an application called e-hotel.

Inside Hospederías you could generate each traveller’s report manually, one by one, or upload batch files in the official format, which is what property software automated. One detail worth clearing up because people still search for it: there was never an official Hospederías mobile app. It was a web application; the apps in circulation were third-party products.

Why Hospederías stopped working on 2 December 2024

Royal Decree 933/2021 redesigned Spain’s whole guest registration system and provided for a single platform covering both police forces’ territories. Its third final provision set the date: “the provisions relating to the reporting obligations shall take effect from 2 January 2023”³. The real rollout was slower: the Interior Ministry postponed the effective switch, first to 1 October 2024 and finally to 2 December 2024. That day it activated the new platform for good, after the 2024 trial months, with more than 61,500 hotel establishments already registered, and its own press note sums up the road as “several moratoriums on its entry into operation”⁴.

From that day, Hospederías and e-hotel ceased to be the reporting channels and their function moved entirely to SES.HOSPEDAJES. Three practical consequences:

1. Your old credentials do not migrate. The username and password your Guardia Civil post issued do not exist in SES.HOSPEDAJES. You must register anew, with a digital certificate or Cl@ve.
2. The report is no longer “sent to the Guardia Civil” as a separate step. You report once to the Interior Ministry’s platform. The data sit in two files held by the Secretaría de Estado de Seguridad that only the security forces may process, whether your area is Police or Guardia Civil³.
3. It is not the same paperwork at a new counter: there is one communication more. Article 6.3 of the decree opens two 24-hour clocks, not one, “on making the reservation or formalising the contract or, where applicable, cancelling it” and “at the start of the contracted services”³. The first is the lodging reservation (reserva de hospedaje), which Order INT/1922/2003 never required in any of its forms. Anyone arriving from Hospederías now has two obligations where there was one, and they do not always both fall on you: the guest report is always the accommodation’s, while the reservation falls on whoever holds the direct and final contractual relationship with the client, which on a platform sale is the platform. The split, case by case, is in reserva de hospedaje or parte de viajeros.

Rule against rule, Order INT/1922/2003² versus Royal Decree 933/2021³, this is what changed for a lodging coming from Hospederías:

”Hospederías doesn’t work”: it’s not an outage, it’s the closure

If you try to log in with your old credentials and cannot, it is not a technical glitch on your side or a temporary outage: the channel no longer operates for guest reports. The Ministry’s own FAQ says it plainly:

Under the Royal Decree, obliged parties must transmit the data through the electronic procedure enabled by the Ministry of the Interior. cite: Hospedajes FAQ, question 20⁵

The fix is not to retry but to register in the current system:

1. Open the Hospedajes procedure at the Interior Ministry’s e-office and register as an accommodation provider. The e-office itself describes it as the “prior and necessary step to operate in the system”: you need a digital certificate or a Cl@ve account, and to sign the registration you need Cl@ve Firma or Autofirm@ if you use a local certificate. The system issues your username and password afterwards⁶.
2. Register each property as an establishment, with the data Annex I of the decree lists: type, name and full address. That registration has a deadline of its own: article 6.2 requires it “before ten days have elapsed since the completion of the administrative formalities required in each case to carry on the activity and, in any event, before actually carrying it on”³. If you were already operating, that deadline passed long ago and the thing to do is regularise as soon as possible.
3. From there, each traveller report is filed within 24 hours of the stay beginning, as always.

Where your report goes today, by region

The underlying question of everyone searching for Hospederías was always the same: who do I send this to, the Guardia Civil or the Police? Today the answer is simpler, with two territorial exceptions:

Whether your municipality was “Guardia Civil territory” or “Police territory” no longer matters: that distinction died with the old platforms. Only the region matters now.

Is Order INT/1922/2003 still in force?

A legal curiosity that explains part of the confusion: Order INT/1922/2003 is not fully repealed. The repeal provision of Royal Decree 933/2021 keeps it standing on a condition:

Until this royal decree is implemented, the Order of the Ministerio de la Gobernación of 16 September 1974 on government control of rental cars, with or without driver, and Order INT/1922/2003 of 3 July on register books and traveller entry reports in hotel establishments and similar, shall remain in force insofar as they do not contradict its content. cite: Royal Decree 933/2021, sole repeal provision, paragraph 2³

That “implementation” is the ministerial order the decree itself entrusts to the Interior Minister in its second final provision, and to this day it remains unpublished. After the case Brussels opened against Spain’s guest registration, the ministry told the travel-agency associations FETAVE and UNAV in June 2026 that the order is on hold until the European procedure ends, according to the associations’ own press release⁷. None of this changes your operations: whatever does not contradict the decree survives, but the channel is SES.HOSPEDAJES and the deadline is still 24 hours.

Fines for the reports you stopped filing after Hospederías closed

If the channel closed and you went weeks or months without reporting, it is worth knowing which bracket that points at. RD 933/2021 sets no amounts: its Article 8.2.b) classifies the omission of mandatory communications as serious and refers to Organic Law 4/2015³, whose Article 39.1 places serious infractions between €601 and €30,000 and minor ones between €100 and €600⁸.

Serious does not mean €30,000. Article 33.2 requires that committing an infraction results in the fine at the minimum degree, which for serious infractions runs from €601 to €10,400. And reporting late is not the same as not reporting: a delay is a minor infraction under Article 8.3.b), €100 to €600. The fine is imposed by the Government Delegate (Delegado del Gobierno) in your autonomous community under Article 32.1.c), not by the Ministry of the Interior.

Looking backwards, the prescription periods in Article 38.1 bound what is still live: the serious infraction prescribes in one year and the minor one in six months. The full breakdown, with the closed aggravating circumstances and the 50% early-payment reduction, is in RD 933/2021 penalties.

Frequently asked questions

Can I still file guest reports at hospederias.guardiacivil.es? Filing guest reports at hospederias.guardiacivil.es is no longer possible: that channel stopped operating for traveller reports on 2 December 2024. The current channel is SES.HOSPEDAJES for all of Spain except Catalonia and the Basque Country.

I have a Hospederías username and password. Do they work in SES.HOSPEDAJES? A Hospederías username and password do not work in SES.HOSPEDAJES: credentials do not migrate. Registration starts from scratch, with a digital certificate or Cl@ve, at the Interior Ministry’s e-office.

Does the report still go to the Guardia Civil? The report still reaches the security forces, but you no longer choose the recipient: you report once to the Interior Ministry’s platform and the security forces access it, whether your area is Guardia Civil or National Police.

Was there an official Hospederías app? An official Hospederías app never existed: it was always a web application. The mobile apps in circulation were private products connecting to it.

And the old paper guest book? The old paper guest book is gone: Royal Decree 933/2021 replaced it with a digital register of guest data, kept for three years. Without document photocopies, by the way: Spain’s data protection agency forbids them.

How long do I have to file each report? The deadline for filing each report is 24 hours from the start of the stay, the same one the old system set. What did change is that the report no longer travels alone: RD 933/2021 added the lodging reservation, with another 24 hours counted from the moment the reservation or contract is formalised, or cancelled. They are two communications on two separate clocks.
